U.S. Attorney <strong data-start=\"409\" data-end=\"426\">Jeanine Pirro<\/strong> identified the suspect as <strong data-start=\"453\" data-end=\"481\">18-year-old Naqwan Lucas<\/strong>, accused of participating in the <strong data-start=\"515\" data-end=\"535\">June 30 shooting<\/strong> that killed Tarpinian-Jachym and <strong data-start=\"569\" data-end=\"596\">22-year-old Zoey Kelley<\/strong>. Two other suspects, <strong data-start=\"618\" data-end=\"639\">Kelvin Thomas Jr.<\/strong> and <strong data-start=\"644\" data-end=\"660\">Jailen Lucas<\/strong>, were previously charged with first-degree murder. Authorities said the shooting occurred around <strong data-start=\"758\" data-end=\"772\">10:28 p.m.<\/strong> near the <strong data-start=\"782\" data-end=\"813\">1200 block of 7th Street NW<\/strong>, when multiple suspects exited a vehicle and opened fire. Tarpinian-Jachym and two others were struck; he died the next day. Investigators believe the attack was targeted but that he was not the intended victim.<\/p>\n<p data-start=\"1029\" data-end=\"1406\">Pirro said all three suspects were known to the D.C. juvenile court system and criticized city leaders for \u201cinadequate accountability\u201d for violent offenders. \u201cTwo innocent souls were taken from us in what I believe were predictable homicides,\u201d she said. \u201cThe D.C. Council is more interested in protecting young criminals under the guise of protecting the innocence of youth.\u201d<\/p>\n<p data-start=\"1408\" data-end=\"2151\">Tarpinian-Jachym was a <strong data-start=\"1431\" data-end=\"1470\">University of Massachusetts Amherst<\/strong> student majoring in finance and interning for <strong data-start=\"1517\" data-end=\"1542\">Rep. Ron Estes (R-KS)<\/strong> through the <strong data-start=\"1555\" data-end=\"1584\">Fund for American Studies<\/strong>. His parents described him as \u201ca young man full of promise, purpose, and heart,\u201d devoted to justice and the outdoors. The <strong data-start=\"1707\" data-end=\"1722\">White House<\/strong> said President Trump\u2019s administration would ensure justice and work with law enforcement \u201cto end the senseless killing of innocent lives.\u201d The <strong data-start=\"1866\" data-end=\"1900\">Metropolitan Police Department<\/strong> has offered a <strong data-start=\"1915\" data-end=\"1933\">$25,000 reward<\/strong> for information, and charges are expected to go before a grand jury in <strong data-start=\"2005\" data-end=\"2019\">early 2026<\/strong>. Pirro vowed continued prosecution: \u201cJustice delayed is justice denied.
