Three suspects \u2014 including <strong>18-year-old Naqwan Lucas<\/strong>, also accused in another July 4 murder \u2014 have been charged.<\/p>\n<p>Pirro, known for her tough rhetoric, blamed the city\u2019s criminal justice reforms for \u201cturning D.C. into a revolving door for offenders.\u201d She argued that leniency toward violent juveniles has emboldened criminals. \u201cWhen you let violent offenders roam free, you\u2019re telling criminals that D.C. is open for business,\u201d she said.
